Generally revenue stamp is required when cash payment in a single voucher exceeds Rs.5,000

and stamp should be affixed and signed by receiver

The revenue stamp need be affixed only on receipts for amounts over Rs. 5,000. This reform had been brought into effect through an amendment to the Indian Stamp Paper Act of 1899 through notification number 23/04 w.e.f 10/09/2004.
