No. Agricultural income is to be included in case the person, Indvidual, huf, boi has non agricultural income exceeding basic exemption limit and agricultural income exceeding Rs 5000

Since as per IT person having taxable income are reqd to submit the return so if the person has only agr income which is non taxable then he is not required to file the return
