A government office ( jal nigam ) are registerd in service tax department . The contractor who is work its department .should the contractor are registered in service tax department .what is the procidure .

If the contractor covered under serivice tax and the turover is exceeding Rs.10 lakhs, then he need to register under service tax. visit www.aces.gov.in and fill the ST-1 and submit along with details for registration

Agreed... only if the contractor's turnover is crossing 10 Lac, then he is liable to charge service tax.
But, for registration, if the turnover has reached 9 lacs in the year, he is required to register himself under service tax.
& for the registration, as Mr. Ramesh, said go to the above site > register yourself >fill & generate ST-1 form > submit ST-1 with other required documents (mentioned on the generated ST-1) to your area office of service tax.
