Registration of same premises for dealer, importer & manufac

Dear Professional,
I am having Dealer and importer registration under excise. Now, in the same premises, I am entering into activity of repacking and labeling which amounts to manufacturing and I applied for Manufacturer registration.
The officer is denying that the same premises can not be registered. Is officer right in his denial?
Please share views and relevant circulars or sections. Thanking you in advance.

You can do the both activity in the same address but premises should be separate.
