If the service is covered under negative list, and assessee's turnover for FY 2012-13 is 25 lacs ie more than 10Lacs, whether it is mandatory for him to get registered under service tax act? Please Help????

Not mandatory, since there is no turn over from taxable service. Ref: Notification 33/2012-ST.
