it wil b applicable only from the date it get notified... so til that use the old rate i.e. 12.36 %

Dear Author,
14% service tax rate will be notified by the government after enactment of the Finance Bill 2015 in the days to come probably May 2015. Till then, you have to charge the old rate of 12.36% only.
