whether, any Payment Made by any New Joinee Employee to his Previous Employer in Lieu of "Notice Period Shortfall" and which is being Re-imbursed to him by new employer, will be paid just like normal Re-imbursement thru Voucher passing OR has to be Paid through Pay-Roll only. any tds liability on new employer on it .

Yes. it is in the nature of employee obligation met by the employer ( such as the notice period payment obligation need to pay by the employee to previous employer but the same reimbursed by current employer) so it is taxable in the hands of employee and TDS need to deduct
