refund possibility?

18 July 2011 dear sir,

i've to get TDS refund of rs.17000/- for the financial yr 2006-07 (A.Y 2007-08) but i didn't file any I.T. Returns so for. can i file it now & get TDS refund?

18 July 2011 NOW U MAY APPLY TO THE COMMISSIONER OF INCOME TAX, UNDER SECTION 119, SEEKING TO GIVE A DIRECTION TO YOUR INCOME TAX OFFICER TO ACCEPT THE RETURN FOR THE FINANCIAL YEAR 2006-07. AFTER THAT FILE THE RETURN SO AS TO ENABLE THE REFUND.
