If you have more than 1 PAN no you can surrender the same by filing for for change/Correction in PAN data.

But My friend has only 1 PAN Card. He is wanting this PAN Card. Procedure of Surrender is same as well as u tell me...

An individual cant surrender the only PAN Card. There is no procedure. I dont understand why he want to surrender the PAN card. If he does not have any taxable income he is not required to file his return.
