Private company - authorized capital

It seems for small private company the ROC fees is same whether it is incorporated with 1 lac authorized capital or 10 lac authorized capital. Still why do private companies go for authorized capital of less than 10 lacs?

Thanks for your post.
I checked INC-7 which gives various slabs fees of ROC depending on Authorized capital mentioned in MOA. I have noticed that there is fixed charge of Rs.2000 for small company upto authorized capital of 10 Lacs.
Request you to correct me if I missing some point here.
