While calculationg Perk on Accomodation given to employee salary includes Basic, taxable Allowances, bonus, Commission etc.Whether HRA will be included in salary for calculating this perk?

My query is genuine.Company is given HRA in salary.Also provides accomodation and recovers from employee as rent.
Say HRA 70000 MONTHLY
Recovery Rs.27500 monthly
