In reverse charge mechanism service tax input credit is taken on due basis means when the invoice is received or when the payment of bill is made.

In RCM input credit can be availed only after Service Tax liability under RCM is paid in cash. So after you make the payment you can take input credit as per Cenvat credit rules.
