Partnership firm dissolution

30 August 2014 Sir,
I have a client as partnership firm.
Such partnership firm's constitution is changed on 01/04/2013 as a proprietorship concern on same name.
At the time of Changing Constitution of partnership firm,Its Balance Sheet contain TDS and VAT in Assets side.
Now Interest on TDS refund has arised during the period 01/04/2013 to 31/03/2014 who pay tax on such interest either Partnership firm or New Proprietor?
The Partnership Deed says that all assets and liabilities whether old or new transferred to New Proprietor?

30 August 2014 As all assets and liabilities whether old or new transferred to new proprietor, he is liable.
