Does this circular mean that passengers travelling in class other than Air condition need to pay service tax after 30th september 2012

No it is not like that. In my opinion, travel in first class and AC in train is a taxable service from 01.07.12. Such services are exempted upto 30th sept 2012, thro this notn 43/2012.
