Not joined as article ca threatining to complain

I have not submitted articleship form 103 & 112 to institute.
He just have my NRO no. Can he complain against me with just that Even if I have not joined articleship under him.
Also he is threatening me that I won't be able to join articleship with any member in future also.

2)if you have signed form 102 with the current person..it is nothing but you have agreed to work with him for 3 years and you cannot breach this..and join with other employer..if you do so you may be in trouble.
3)But as you said if he has only 2 years of practice he is not eligible to train more than 2 articles so rules provided in point 2 is not applicable to you
4)you are free to join with other employer in such case form 102 will not bind you..however if he is in continous practice of more than 5 years he can train 7 articles
5)so say him as he is not eligible to train more than 2 articles you want to register with other principal..
he has to agree other wise..just confirm that he is not having continuous service of more than 5 years and just leave him and register with other employer..he cannot do any harm to you as he is not eligible to train you
