Is it compulsory for Liaison office in India to file Form FC 4 at ROC

As per my knowledge,there is no such pre-conditions

Can you please confirm this and guide as if this is compulsory we will have to file Form FC 4 from 2013 itself and the penalty will be more than 8 lacs of rupees
