Last date of ITR crossed

Can anyone please suggest that what should i do if i forgot to file my ITR for AY 2014-15 and my tds was deducted which is clearly visible in my 26AS. Also a compliance was raised in e sahyog due to tds deducted buy return not filed.
Please note that the i am unable to file the return electronically u/s 139(1) or 139(4).

You need to obtain the permission from the CIT of your jurisdiction to file the belated return. Once the permission is granted you can file the return as directed in the said permission..(Electronically or manual)
