can any assessee file return from anywhere in india,or from his/her city only?ithe department is centralized or not?tell me clearly,,what about efiling?

Still dept. is not centralized so any body can file his / her return only from the city from where he/ she resides. in case of e- filing any body can file return from everywhere but he has to mention the correct jurisdiction of his/her or their place of residence or principle place of business.
