A DELEAR HAS TAKEN VOLUNTARY REGSTRATION IN THE MONTH OF OCT. BUT HE MADE CST PURCHASES IN THE MONTH OF AUG. NOW HE WANT TO APPLY FOR C'FORM. CAN HE DO SO?

Central purchase made prior to registration doex not carry TIN no, so he can not avail concessional rate of CST, and can not issue C form,
