Kindly reveal, whether the E-Way Bill is applicable for INTRA-STATE (Within State) from 1st February 2018 ?????

Yes, if distance from transporter to consignee is more than 10 km.

It's not mandatory intra state supply as per E-Way Bill in current situation. But, Some States are also started from 1st February. Which states are starting this date then applicable intra state supply in implemented states...
