Input output ratio

How to calculate input output ratio in form manufacturing unit while input comes in granules and final product in pieces, length and no's. It is well known that form is very soft and breaks several times during the process and needs procurement after preparation.
Please mention appropriate formula or calculation.

A manufacturer of export goods can get his inputs without payment of central excise duty under rule 19(2). Inut-out ratio should be informed to assistant/deputy commissioner. Goods can be procured without payment of duty by following procedure prescribed under central excise rules.
