My querry is how to enter if the HSSN code is simmilar but rate is different for various goods for manually return filling in online filling.

In this case mention the description of the goods also against the HSN code. This will allow you to enter one HSN code multiple times.

My question is ,In on line mode same HSN code with diferent description, the portal will not allow. We can upload it on offline mode.

In that case, prepare the details in the csv file. Then import it through the GSTR utility, generate the json file and upload it on the portal.
For online mode you may raise a grievance with the GST helpdesk.
