If registered person sold fixed asset - CAR/SCOOTER (used for test drive) then he require to collect GST on such sale?

Second hand goods with lesser value than actual price is not subject to GST. For more detail you may refer www.gstkendra.com

Being used for test drive will not change anything. GST has to be charged. There might be requirement of charging cess as well. Please check the rates of cess.
