SO what i understand from your Querry is that you have Credit of IGST 4130, CGST 7328 SGST 7328
and liability of Rs. 7195 of CGST and Rs. 7195 if SGST,
So First you have to utilize your CGST Credit to pay off your CGST Liability and then SGST Credit to pay off your SGST Liability.
