plz tell me for service tax applicable on freight in ward of transport if applicable then wt provision

The service tax on GTA services is to be paid under reverse charge by the consignor/consignee, whosoever is making the payment to GTA. In your querry, the freight is paid by consignee, so service tax is liability of consignee

yes, it has to be paid by the service receiver. The service receiver can avail abatement of 75% for working out his liability.
