Form 'c' - inclusive of cst amount or not

16 October 2012 is there any clear notification for Form 'C' inclusive of CST amount or not

Actually in circular of the Govt. of India, Ministry of commerce & industry MEPZ - SEZ, it was mentioned that Form 'C' should be inclusive of tax

Please let me know.

17 October 2012 C forms should be issue for assessble value plus tax amount. In assessble value Excies, cess, freight or other charges is inclued on which cst chargted, C forms should be issue for such amount also.

If Form 'C' received for only Taxable amount (exclusive of CST amount) of Invoice, it may be create a problem at the time of assessment that Form 'C' received short amount and Sales Dept might be create levy.

Sir please let me know, i am right or wrong
