Still 'am not understand that for what Form 16AA required?
Is it make any difference to a person whose salary does not exceed to Rs. 1,50,000 if Form 16AA not issued to him?

you can take even salary certificate and as the exemption limit increased to 200000. form 16aa is certificate cum return of income you can refer the link to check https://law.incometaxindia.gov.in/DitTaxmann/Notifications/IncomeTaxAct/2010/Form16AA.pdf
