Whether it is mandatory to submit Form 112 for EXTERNAL B.COM persued from Rajasthan and i have completed my articleship from pune and going to apply for membership but icai has send me a mail regarding non submitting of FORM 112 ask for a huge penalty of Rs.11800.00.

Yes, you were supposed to file form 112 at the time of joining for B. Com.
