can anyone pls tell me that whether foreign remittance is taxable under service tax.

Inward or Outward remittance?
For service tax, you need to refer the PoPS viz Place of Providing Service Rules. Accordingly the same is decided to taxable or not. Please share the nature of transaction to decide whether or not the same is taxable.

Any charges collected towards remittance i.e. conversion charges and commission for remittance is liable for service tax.

Service is of comission agent, acting as an intermediary between Indian vendor and foreign buyer. Gettinh comission from Indian vendor by supplying his goods outside India
