Sir,
due to slow service of e-filling i accept my report on 01/10/2013 at 7.30AM .
I could not filed hard copy to ITO due to Long distance (about 80kilometer) from my business place
may I penlised

As per CBDT press release(26-9-2013).The time limit for filing Tax audit report has been increased to 31st october 2013.But yes there was a requirement of filing tax audit report manually by 30-09-2013.

Agreed with Expert Opinion.
The Tax department will impose penalty on the basis of documentary prof. So if your documents is not filed on time then you will face penalty.
It will not ask you a reason for delay.

penalty can be imposed for non filing before due date but you can apply for waver of penalty under Section 273A of the Income Tax Act based on genuine grounds and to the satisfaction of the A.O.

Apply for waiver as early as possible and prove to the satisfaction of a.o it was a genuine and delay was inadvertant
