I want to know can we file Income Tax Return without having mentioned UTN number on TDS certificates.

yes, you can file the same.
But afterwards income tax through NSDL will send you the mail & ask you the UTN for your TDS at that time you need to reply to them.
In case you fails to give the same then you will not be able to take the credit of TDS.
