In form 16 tax payable is zero. Is it mandatory to file ITR 1 for AY 2013-14 ?

but if you have any income then you have to file return

Is it mandatory to file ITR 1,having income from salary but its under the slab rate. No other income.
In form 16 Tax payable is "Zero"

If your income from Salary is below the exemption limit of Rs 200000/- then not mandatory to file return. But it is advisable to file the return and maintain record.

If your total income before chapter VIA deductions is more than basic exemption limit Viz.200000 it is mandatory to file return under section 139(1)
