What is the procedure to move material ordered under one EPCG advance license to another advance license?

Refer to PARA 5.4 of foreign trade policy 2009-2014
import under epcg licence is subject to "Actual User Condition" IT IS NOT ALLOWED
SEE THE FOLLOWING CASE HELD IN DGFT COMMITTEE..
if you fulfilled the export obligation the admissible as per para 5.5 c of ftp.

please write a letter to GRC in dgft headquarter they will approve your matter if found justified.
