Effect date for non-deduction of Surcharge & Cess on TDS

03 October 2009 Dear Sir,

Please inform me the non-deduction effective date for Surcharge & Cess on TDS. If this date is 01.04.09, I have already deducted Education Cess & Higher Education Cess for the period from Apr-Sep 09 and paid the same to the treasury. In this case how the adjustment will be made in future.
