can i apply for CA final registration by using downloaded form & in whose favour draft has to be made.

Yes. one can apply for registration using teh downloaded form provided he completes the procedure prescribed in the CA rules.
The draft should be in favour of "The Secretary, The Institute of Chartered Accountants of India" as specified in the form. apart,from that the procedures specified in the form should be complied with.
