23 February 2015 Is payment by cash of Rs.15000/- each to 6 persons totalling to Rs.90,000/- constitute violation under section 40A(3)?

No it wont attract violation u/s 40A(3)
PAyment of cash of Rs 20000 or more per day per bill is what attracts the section
So subject to all 6 person are been paid seperately for different work of their own and not connected to same association it wont be disallowed
