THE PROBLEM IS FOR THE OFFICE OF THE ROC AND FILING OF FORM 32 FOR THAT DIRECTOR WHO HAS NO DIN AND WAS APPOINTED IN PHYSICAL FILING PERIOD.
SECTION FOR VACATION AND CESSATION OF DIRECTOR IS IN THE ACT BUT HOW THE INFORMATION OF CESSATION OR VACATION OF OFFICE WILL BE CONVEYED THE ROC AND 32 WILL BE FILED FOR THE SAME

Please download Form 32 with help file from MCA site. In the help file in sl no 8,9 you will find answer to your question how to file cessation of a director without DIN. This is the way if director cease to be directors before 31st October,2006. But if the event has occurred after the above date then DIN has to be applied, DIN 3 has to be filed and then Form 32 has to be filed.
