Would you help me in telling what is penalty delay in filling returns of Dealer /Import quaterly returns.

The maximum penalty can be imposed of Rs. 5000/- per return.

Thanks you sir,
it was nil return and we did not get any notice from excise department , do i have ask department for notice or i have to pay the penalty ,
While filing the returns the web site was not accepting the submitting infact it was also a resaon but i filed the retung for (April to May ) on august but it was not accepting due to web site problem and even i have submitting letter as on 08.08.2016 returns filling but i was not accepting and later in september it accepted. pls kindly advice what do i have to do .
