I want to just ask, whether an assessee can claim deduction both under section 54EC & 54 F in a year ??

Yes both 54EC and 54F can be claimed in a year.

Yes because there is no restriction in the statute that prevents a claim for exemption simultaneously based on two different provisions in the law.
