Deduction from house property

If a assessee has two house property 1st self occupied and the second was not let out during the prevous year.
a. Will the second house be assessed as let out
b. can it take the plea that since the house was vacant throughout the prevous year it should not be assessed

The second house will be treated as 'deemed to be let out' and will be assessed accordingly under the head'income from house property'.
