25 December 2014 Donation given to NGO, helping poor children to their school fees amounts to CSR Compliance ?

NGO will provide me report of spending of money with details of students.

Is there any difference if NGO purchases an 'ambulance' out of the money so provided and than after provides detailed report of patients taken to the hospital throughout the year ?
