Cpe credit requirement

I have the following Structured hrs credit in ast 3 yeras
2011 - 3 hrs
2012 - 9 hrs
2013 - 36 hrs
Unstructured learning
2011 - Nil
2012 - Nil
2013 - 30 hrs (yet to be reported to decentralized office)
My understanding is that for the purpose of completing the CPE requirement, I have to get further 12 hrs before 31.12.2013
Please clarify if my understanding is right.
who is authorized to clarify this point on behalf of CPE Board,

well as such you are required to complete 20 hours structured learning every year accumulating to 60 hours of structured learning in the block of three years.
So the remaining 12 hours are supposed to be structured learnings.
