court fee stamp of what amount is to be enclosed on simple letter of Authority given to represent cases before the department...?

In sales Tax Deptt. Rs. 2 and in Income Tax Deptt. Rs. 5. As I seen in practice.

yes ... even i am of the same opinion.. but i came across on ACIT who says this is invalid and U should give a LA on Rs. 100/- stamp paper.. how do i get something on paper to show him that only 5 to 10 rs. court fee stamp is required..?
