dear sir, whether old companies act 1956 completely replaced by new companies act 2013 ? and to incorporate new company new act is applicable ?

No. Only 98 sections of the Companies Act 2013 has been implemented from 12.09.2013.
The Central Government has appointed the 12th September, 2013 as the date on which the certain provisions (of 98 Sections) of the Companies Act, 2013 shall come into force.

For registration of new Company, yes, it is replaced.
