Change in promoter

Dear Sirs,
If there is change in Subscribers at the time of incorporating a company i.e. filing form 1 with ROC, I have to take a NOC from proposed existing promoters. Now my query is:
1.that NOC to be taken on plain paper or on a stamp paper? if on stamp paper then of which amount?
2. that stamp paper requires notarization or what?
pls explain.

In Plain A4 sheet itself enough.Get signature from all the existing and new Promoters or Directors
