Can remuneration be paid to partners out of Capital Gain of Firm even if firm have no sales during the year?

YES, YOU CAN DO THAT.
EVEN IF FIRM HAVING LOSS THEN FIRM CAN PAID REMUNERATION TO PARTNER.
