I have not filed return for AY 13-14, even belated return also not possible as the time elapsed, now can I file the income tax return under 142(1) route even I have not received the notice from assessing officer, if filed can you please tell me the consequences also

no. unless you actually receive the notice, you cannot file return in response to 142(1).

No you should not opt this option.
If it is a refund case you can invoke Section 119(2)(b) otherwise you can try to file manual return in your jurisdiction. Also check out replies from link given below:
