You can select whichever center you want, there is no such restriction. Suppose, you are from Jaipur and want to write the examination from Hyderabad for your November 2016 exam, you can do so.
The zones are provided only in major cities of India, where the number of candidates are more and the city population is usually higher than smaller cities/towns. For instance Mumbai had 9 zones in May 2016 exam based on geographical location of areas in the city and one could select the same based on their convenience.
