23 March 2010 if the budget says "no cess on tds payments is applicable from 01.10.2009 ".then though the payment is made on 31.03.2010,are we suppose to deduct tds for half year ended on 30.09.2009 @ 10.3% and frm 1.10.2009 to 31.03.2010 @ 10%.

basically i want to know is this the way to approach the change in the section or not.

and one more thing if the budget is announced on 19.08.2009, it means whatever the budget states especially wrt tax ,it will be applicable from 19.08.2009 onwards or frm 01.04.2009 onwarrds
