Service tax registration

i have filled ST 1 with ACES. But Aces sent back the Application as non Filling of Document on time.

Kindly tell me what to do next for Registration.

We are a private limited company involved in works contract . we are giving sub contract ( labor contract ) to some individuals and partner ship firms who is not having not service Tax registration . I want to knew Where any service tax is
Applicable to us as a awarder ?. if yes What is the Rate of tax applicable ?
Can we avail in put credit ?

Permission under form 112

I am director in pvt ltd co. I had not taken part in its management. I did not take the permission from council for the same as was not aware of the said requirement. Now i hav to apply for membership number. What should i do.
